 | Research and policy evidence Recent research evidence shows that disabled people in European countries are often unemployed or inactive in the labour market. It also shows a rise in employment, and a move from passive employment policies to active employment policies, as evidenced in the following studies and reports: Relevant employment data is also available from the OECD (Employment, Labour and Social Affairs) and National Data Archives (via EDACwowe).

 | The EU Disability Action Plan The Commission's Disability Action Plan priorities for 2008-2009 also include specific points on the employment of disabled people. The key priorities are accessibility in the labour market and the concept of ‘ flexicurity'. The objective of the EU Disability Action Plan is ‘to make equal opportunities for disabled people a reality' and to provide a way of implementing the UN Convention in Europe.

 | The employment of disabled people in European countries

Employment was one of
ANED's priority themes for review in 2008, reflecting the importance attached
to this area by policy makers. This task involved a review of current policy
developments at both European and national level, and the collection of
research evidence and policy examples from Network members and key
stakeholders.
National evidence reports
were prepared by ANED country teams and a summary overview was produced by the
rapporteur. This report is now available.

 | European and International Law The most relevant European law affecting the employment of disabled people is Directive 2000/78 establishing the framework for non-discrimination (based on Article 13 of the Treaty of Amsterdam). This Directive required all EU Member States to implement national legislation for non-discrimination in employment. The United Nations Convention on the Rights of Persons with Disabilities includes specific reference to employment. Article 27 affirms that disabled people should have opportunities to ‘gain a living' through ‘work freely chosen or accepted in a labour market ... that is open, inclusive and accessible'.
