Methods of monitoring the implementation of the UN Convention

The Convention includes monitoring requirements (Articles 31, 33.2 and 35) to compare progress over time in accessing rights and in participating fully in society, between countries and with the situation of non-disabled people. Articles 4 and 33.3 discuss the need for disabled people to be involved with the implementation of the Convention, including monitoring.
Types of Indicators:
- Indicators measuring experience, perception and attitude
- Indicators measuring the extent of the disability gap
- Indicators measuring the adoption / existence of relevant legal and policy measures
Examples of International Disability Rights Monitoring:
- Global Survey on Government Action on the Implementation of the Standard Rules by UN Special Rapporteur in 2006 - self-reporting by Governments of their activities - but no attempt to measure effectiveness.
- International Disability Rights Monitor Project - some attempt to look at effectiveness of Government measures, as judged by disabled people. Studies so far cover the Americas, Europe and Asia.
- Disability Rights Promotion International Project - Kenyan report on pilot study. Further reports forthcoming.
- Mental Disability Advocacy Centre: Series of detailed reports on the implementation of guardianship provisions.
